      Gov. Davis' Budget Proposal: To help cover the state deficit, Davis seeks to restore $1 billion in redevelopment diversions back to public schools. This is nearly half of the $2.1 annually diverted by redevelopment schemes. Davis is right. Public money should build classrooms, not Costcos!

      Assembly Bill 1221: Backed by John Campbell (R-Irvine) and Darrell Steinberg (D-Sacramento), AB1221 reduces cities' dependence on sales taxes and assures cities & counties more property tax, thus reducing the motive for redevelopment schemes.

      Senate Bill 114: Authored by Tom Torlakson (D-Martinez), SB 114 bans the use of public money to subsidize a private business moving from one city to another.

      F.R.E.S.H.: Fiscal Reform: Equity, Stability & Harmony. A broad plan to send all sales tax to the state in exchange for the cities and counties getting a greater share of property tax, thus eliminating the motivation for redevelopment abuses. Orange County Supervisor Chris Norby will present this plan to the conference.
